To reduce petroleum consumption and vehicle related emissions of criteria pollutants, the State of California, Department of General Services has developed a purchase methodology for vehicles. In addition to a vehicle's purchase price, the State will also compute and evaluate the discounted present value (DPV) of the following cost objectives: The cost of fuel to operate the vehicle over its useful life and the cost of pollutants emitted by the vehicle over its useful life.
