Executive Order (EO) W-100-94

Executive Order (EO) W-100-94 (PDF format) was issued in 1994. It was a direct response to the Federal Energy Policy Act (EPAct) of 1992. The Executive Order required the Office of Fleet Administration in consultation with the California Energy Commission to implement a vehicle purchase program that is consistent with the requirements of EPAct and with the California Air Resources Board's low-emission standards.

The National Energy Policy Act (EPAct) was signed into law on October 24, 1992. The purpose of the act is to increase supply and demand for fuels other than gasoline or diesel and reduce foreign oil imports. EPAct requires that 75% of the states light-duty, non-emergency vehicle purchases be alternative fuel vehicles.
